Abstract

Ethics play a fundamental role in shaping the quality of public services, providing the foundation for professionalism, transparency, accountability, and fairness in governance. This study aims to analyze the role of ethics in improving public service delivery through a comprehensive literature review. By employing a descriptive qualitative approach and library research method, this study synthesizes insights from books, peer-reviewed journal articles, laws and regulations, official institutional reports, and international publications. The findings revealed that ethical standards significantly contribute to building public trust, preventing maladministration, and fostering clean governance. However, challenges persist in implementing ethics within the public sector, including weak law enforcement, limited ethical awareness among officials, and the persistence of a patrimonial bureaucratic culture. To address these obstacles, this study highlights the need to strengthen bureaucratic reform, integrate ethics education into civil service training, and enhance participatory monitoring systems. This study contributes both theoretically and practically by emphasizing ethics as an indispensable pillar of good governance and offering recommendations to enhance the effectiveness, fairness, and accountability of public services.

Pandu Pamungkas, Universitas Sriwijaya

Pandu Pamungkas, S.A.N., M.Si., is a lecturer in the Department of Public Administration, Faculty of Social and Political Sciences, Sriwijaya University. He completed his Bachelor of Public Administration degree from Lampung University in 2014 and obtained his Master of Science degree from Lampung University in 2017. His areas of expertise include public service, public integrity, administrative ethics, bureaucracy, and good governance. In his teaching, he offers courses such as Public Sector Integrity, Fiscal and Monetary Policy, Goods and Services Procurement Management, Development Financing, and so on. As an educator, he believes that education is not only about transferring knowledge, but also about shaping character, ethics, and integrity. Therefore, he always strives to integrate these values into every academic activity, so as to produce a generation of graduates who are excellent, professional, and highly competitive.

Irsad Munawir, Universitas Sriwijaya

Irsad Munawir, S.I.P., M.Si., is a lecturer in the Department of Public Administration, Faculty of Social and Political Sciences, Sriwijaya University. He completed his bachelor's degree at Sriwijaya University in 2018 and obtained his Master of Science degree from Sriwijaya University in 2023. His areas of expertise include public service, public policy analysis, public management, and others. In his teaching, he offers courses such as Public Management, Public Service Management, Quality and Performance Management, Public Policy, Policy Impact Evaluation and Analysis, Policy Formulation, and State Administrative Law, among others. In teaching, he emphasizes an approach that encourages students to be active, critical, and able to integrate theory with practice in the field. Through teaching, research, and community service, he aims to contribute to shaping a generation that is integrity-driven, broad-minded, and ready to face global challenges.
